| CPV has frequently stated their intention to own and operate the power plants they develop, a claim repeated by Orlando Martinez during the November public forum in Walpole. But time and time again they have flipped projects to other companies before construction has even begun, and we have not yet found an instance where CPV has finished what they've started.
