CPV appeared impatient to secure the Mission Springs Water District's blessing for their power plant project, even threatening to "go in other directions" if they could not reach an agreement quickly. The board later commented on the "inappropriate and unethical" manner in which CPV represented the project in mass mailings to the public. The California Energy Commission also had questions about the accuracy and completeness of the proposal that was presented to them about the project.
